Only ringed city imo. You basically get 1 decent boss, budget sif and a few spells in the other one for $20. Ringed city is pretty good because you get 4 bosses and only one is bad (sometimes its ok because its pvp) plus way more spells and drippier armour, not to mention some amazing +3 rings including ring of favour, havel's ring, and silver serpent ring
