I usually search from 3 places: around Marsa Cave. 2) the area between Piki Meat outpost and the river to the west. 3) the area between Pardaku Lookout (high cliff) and Mash Baya Rocks (Izila camp where you're sent to save Wenja) Look at the map around these locations to see where it says the yaks are. I'd start from 3) probably.

Yaks are the rarest of animals in this game.. they are just extremely difficult to find. Before unlocking the north side of the map and after clearing all bell towers in the south Kayrat.. you should see Yaks located in two different spots on the map.
